Request for Proposal for Garbage and Recycling Collection Services

Harris County Municipal Utility District No. 368 (the “District”) is a political subdivision of the State of Texas located approximately twenty-four (24) miles northwest of downtown Houston, in the northwestern portion of Harris County, Texas. The District is bounded on the west by State Highway 249 and encompasses approximately 1,120.564 acres. A copy of the District’s boundary map is enclosed with this letter.

The District currently serves 3,950 connections. The subdivisions located within the District are as follows:

  • Ashford Grove, Sections 1 through 4
  • Ashford Grove East, Section 1
  • Ashford Place, Sections 1 through 4
  • Braemar Village, Section 1
  • Northern Point, Sections 1 through 5
  • Northpointe East, Sections 1 through 4
  • Pinecrest Forest, Sections 1 through 12
  • Stonepine, Sections 1 and 2
  • Three Lakes, Section 1
  • Three Lakes East, Sections 1 through 4
  • Willow Falls, Sections 1 through 5

The Board of Directors of the District (the “Board”) hereby formally requests proposals from qualified firms for the provision of garbage and recycling collection services within the District for a term of five (5) years. Collection services must be performed using manually operated rear- loading trucks staffed with a crew who hand-collect and load solid waste; automated or semi-automated collection methods, including automated side loaders, will not be considered.

Proposers may, at their option, include pricing to provide (i) shredding and electronic-waste (e-waste) collection services, and (ii) an annual curbside household hazardous waste collection event.

Minimum Required Terms

To be considered responsive, a proposal must, at a minimum, address each of the following terms and conditions:

(a) Pricing for garbage collection two (2) times per week, on Monday and Thursday, together with pricing for recycling collection services, provided that recycling collection must occur on one (1) of the two (2) garbage collection days; and a separate, itemized rate shall be provided for (i) garbage collection and (ii) recycling collection;

(b) Two (2) separate pricing structures, reflecting: (a) collection bins (garbage and recycling) provided by the contractor as part of the contract price; and (b) collection bins purchased separately by the residents or the District;

(c) Identification of any days and/or holidays on which collection services will not be provided;

(d) The number and frequency of heavy trash (bulk item) pickups to be provided weekly; and

(e) A sample transition letter to be provided to residents in connection with the commencement of services under the new contract.

Proposals should be prepared in sufficient detail to allow the Board to fully evaluate the proposer’s qualifications, service approach, and pricing. The Board reserves the right to accept or reject any or all proposals, to waive informalities, and to negotiate final contract terms with the proposer(s) selected.

Proposals must be delivered to the District no later than 12:00 p.m. on August 6, 2026, and must include seven (7) hard copies delivered to Johnson Petrov LLP, 2929 Allen Parkway, Suite 3100, Houston, Texas 77019, Attn: Mirna Croon, along with one (1) electronic copy submitted to mcroon@johnsonpetrov.com. Proposals timely received will be considered by the Board at its regular meeting on August 20, 2026.
